Clean up the doc licences
Background: Mallard help is licenced CC-BY-SA. Many translators copy the same po header text that says translation is under the same licence as the program. This is a problem, because program is usually GPL, and it's incompatible with CC.
Bullet points:
- Reach out to translators to clean up the situation
- Relicensing to the same license as user help is recommended: # This file is distributed under the same license as the user help.
- We need a list of affected files to follow up
