2. TECHNICAL DESCRIPTIONS
2.1. LOT 1: PROCUREMENT OF SERVICES OF DEVELOPMENT, ADAPTATION, IMPROVEMENT OF ACCESSIBILITY AND MAINTENANCE AND WRITING OF DOCUMENTATION OF ORCA, THE SCREEN READER OF GNOME, FOR THE GUADALINFO ACCESSIBLE PROJECT
The goal of the work of Lot 1 is to improve GNOME accessibility for blind people with little or no experience in environments GNU/Linux in general and GNOME in particular. This will mimic the functionality of the Windows screen reader JAWS in ORCA.
In addition, serious usability problems will be solved and the documentation generated will be suitable for both novice and experienced users of Windows.
The changes made will have to have enough support from renowned developers to stay in the free software community once they are released.
TECHNICAL DESCRIPTION
Regardless of what later detailed in this document and its annexes, the successful bidder of this lot will have to do, at least, and in general, the following tasks:
- Adaptation of the GNOME Screen reader ORCA for working like JAW, the Windows screen reader
- consist of conducting an adaptation of ORCA to the keys and keyboard shortcuts used in JAWS for Windows. Such adaptation must be easily activated and deactivated to a person who is blind. It must work on Guadalinex V6 in particular and in any Gnome environment in general. It expects the immediate usage of the GNOME environment for novice users of GNU/Linux but with experience in Windows and JAWS.
- To facilitate the installation, integration and choice of speech synthesizer VOXIN in Orca under Guadalinex V6 in particular and in any Gnome environment in general.
Implementation of ORCA enhancements and serious usability bug fixes. The improvements will be proposed by the Consortium (the Contracting authority) or proposed by external consultants of the Consortium from the ONCE (Spanish Blind People Association) CIDAT . In the latter case, the contractor must have prior consent of the Consortium on the improvement. - Creating multimedia documentation, at least the following contents:
- Improving the user and reference documentation of ORCA in Spanish, with particular focus on Guadalinex V6.
- Self-paced tutorial about GNOME ORCA for users with previous experience in JAWS, with special emphasis on the differences between the two environments and their screen readers.
- Self-paced tutorial of introduction to ORCA for users with no previous experience with screen readers (for facilators). All documentation must be produced in accessible formats and supports free distribution licenses.
- Software changes in Orca under this contract should gain acceptance to be pushed to the official repositories of GNOME so they will be available in the future for all Linux distributions that use the GNOME desktop.
2.2. LOT 2: DEVELOPMENT AND MAINTENANCE OF THE APPLICATION OCRFEEDER FOR THE GUADALINFO ACCESSIBLE PROJECT
The purpose of this lot is to promote development of OCRFeeder to obtain an application commonly used for visually impaired and blind people to have automatic text acquisition process from scanned images and its recognition as text that may be read by ORCA or exported to other formats.
The changes made will have to have enough support from prestigious developers to stay in the free software community once they are released.
TECHNICAL DESCRIPTION
Regardless of what later detailed in this document and its Annexes, the successful bidder of this lot must conduct at least and in general, the following tasks:
- Improve the accessibility of OCRFeeder through the ORCA screen reader.
- Implementation of new features in OCRFeeder. It will have to implement the following features in the program:
- Automatic acquisition of images. Allow scanning images by third GNOME applications and with the press (activation) of a command.
- Addition of new OCR engines for OCRFeeder. At least, OCRopus and Cuneiform.
- Support for PDF files. It will recognize text of images embedded in PDF files.
- Export the text to the clipboard. The program will export the text, preserving the structure, to other GNOME programs that use the clipboard.
- Export the text to files in other formats.
- The program will provide the speech generated by ORCA from the recognized text, respecting the recommendations of this tool.
- Improved performance. Improve the character recognition, in particular texts in Spanish with accents and the letter "ñ". Also will improve the recognition of texts composed by columns and tables. Also include the use of spell checker programs to increase the effectiveness of text recognition in Spanish.
- Creating multimedia documentation, at least the following contents:
- User and reference documentation of OCRFeeder in Spanish, with particular focus on Guadalinex V6.
- Self-paced tutorial about OCRFeeder with ORCA. All documentation must be produced in accessible formats and supports free distribution licenses.
- Software changes in OCRFeeder under this contract should gain acceptance to be pushed to the official repositories of GNOME so they will be available in the future for all Linux distributions that use the GNOME desktop.
2.3. LOT 3: IMPROVE THE ACCESSIBILITY OF Evince, THE READER THE PDF READER OF GNOME, FOR THE GUADALINFO ACCESSIBLE PROJECT
The purpose of this set is to improve accessibility of Evince using the screen reader ORCA.
It is intended to allow the use of such application by blind users, so it follows the same order in which they are printed on screen. The changes made will have to have enough support from prestigious developers to stay in the free software community once they are released.
TECHNICAL DESCRIPTION
Regardless of what later detailed in this document and its Annexes, the successful bidder of this lot must conduct at least and in general, the following tasks:
- Improved accessibility for Evince using the ORCA screen reader. Explicitly it is required to use ORCA for making Evince accesible. Moreover, it is required get speeches from the text content of PDF files rendered by Evince using this reader screen.
- Improved functionalities in Evince
- Order the text content of PDF files. You will need to improve the readability of the text content of PDF files arranged in two columns or tables, so the text can be exported to the clipboard in the same order as they should be read, thereby preventing them from mixing parts from different sentences, headers, columns and/or rows.
- Copy the text to the clipboard properly arranged to be read for third GNOME applications.
- The speeches by ORCA should be as well properly arranged. In general, you must allow the speech of text content from PDF files generated by the government, and in particular those from the Official Journal of the Government of Andalusia (BOJA). This functionality will be verified by:
- The speech by ORCA of a randomly selected text from the last BOJA available in PDF format.
Copy to the clipboard and into the OpenOffice.org, Thunderbird and Firefox (Gail).
- Creating multimedia documentation, at least with the following contents
- Spanish-language user and reference documentation of Evince with special indication of their usage under Guadalinex V6.
- Self-paced tutorial about the usage of Evince with ORCA. All documentation must be produced in accessible formats and supports free distribution licenses.
- Software changes in Evince under this contract should gain acceptance to be pushed to the official repositories of GNOME so they will be available in the future for all Linux distributions that use the GNOME desktop.
