Langpacks installation and i18n BoF

Subject

Currently GNOME users need to install langpacks for applications manually or through their system installer, which gives a poor or inconsistent user experience. The idea is that GNOME should assist the user with installing missing langpacks for the user's desktop language during initial setup.
