Code Formatting

We have pretty esoteric rules for code formatting in Gnome. We should make sure that it is done automatically for at least C, including:

• Aligning parameter types, referencing, and parameter names.
• Removing trailing white-space.
• Some of these rules might need to be file-format specific.
