This is not gnome-panel.
If you want to play around with desrt's panel crack, you need to do the following:
git-clone http://git.desrt.ca/panel
- autogen.sh it
- make it
- gconftool-2 --load data/layout.xml
- run the 'panel' executable in the panel/ directory
