As in Windows platforms, users can just download the monolithic installer and click a few "next" buttons. It is self-included. If you have installed other GTK+ runtime before, you might have to play with the environment variables as conflicts may arise. For developers, so far the windows installer is built on a cross mingw development tool set. A native windows building is on going, further information could be reached at the evince mail-list(Please search the mail-list archive before proposing any threads to the mail-list.)
